A Stopped Instance Now Stays Stopped
Fixed a case where a manually stopped instance could be brought back to Running on its own by our internal health syncing.
What's changed
- Stopping an instance now sticks — it will not be restarted behind your back by internal health reconciliation
- Applies to managed instances that report health through our deployment system
